Zonko beat me to it. The melted goo or whatever it is looks like roofing tar. Since I enjoy spraying highly flammable penetrating oil on things when I take them apart, I was thinking a torch would be the last resort.

Paint stripper might do it. Silicone spray lube might do it. Maybe even pack some dry ice around it to make it hard enough to chisel off. Carburetor dip can cause some rubber type stuff to swell and get very soft.
